नवी दिल्ली: संसदेच्या मान्सून अधिवेशनाच्या शेवटच्या दिवसांमध्ये केंद्र सरकारने एका वादग्रस्त विधेयकाची ओळख करून दिली आहे, ज्यामुळे राजकीय वातावरण तापले आहे. हे विधेयक गंभीर फौजदारी आरोपांखाली अटक झालेल्या किंवा ताब्यात घेतलेल्या पंतप्रधान, केंद्रीय मंत्री, मुख्यमंत्र्य आणि संघराज्य क्षेत्रांच्या मंत्र्यांना पदमुक्त करण्याची व्यवस्था करते.

 

या विधेयकामुळे विरोधी पक्षांनी जोरदार विरोध व्यक्त केला असून, त्याला ‘ड्रॅकोनियन’ आणि लोकशाहीविरोधी म्हटले आहे.

 

केंद्र सरकारने ‘द कॉन्स्टिट्यूशन (वन हंड्रेड अँड थर्टीथ अमेंडमेंट) बिल, २०२५’ सादर करण्यासाठी लोकसभेत हालचाली सुरू केल्या आहेत. गृहमंत्री अमित शाह हे विधेयक मांडण्यासाठी पुढाकार घेतील.

 

याशिवाय, ‘गव्हर्नमेंट ऑफ युनियन टेरिटरीज (अमेंडमेंट) बिल २०२५’ आणि ‘जम्मू अँड काश्मीर रिऑर्गनायझेशन (अमेंडमेंट) बिल २०२५’ ही दोन अन्य विधेयके देखील सादर केली जाणार आहेत.

 

विधेयकांच्या मुख्य तरतुदी

गंभीर गुन्हेगारी आरोपांखाली (५ वर्ष किंवा त्यापेक्षा जास्त शिक्षेच्या गुन्ह्यांमध्ये) अटक झाल्यास आणि न्यायालयीन ताब्यात ३० दिवसांपेक्षा जास्त काळ असल्यास, ३१ व्या दिवशी पदमुक्ती होईल.

 

हे पंतप्रधान, मुख्यमंत्र्य, केंद्रीय मंत्री आणि संघराज्य क्षेत्रांच्या मंत्र्यांना लागू होईल.

 

प्रिव्हेंशन ऑफ मनी लॉन्डरिंग अॅक्ट (पीएमएलए) सारख्या कायद्यांसोबत जोडून, ईडी आणि सीबीआय सारख्या एजन्सींचा दुरुपयोग करून राज्य सरकारे पाडण्याची शक्यता असल्याचे विरोधकांचे म्हणणे आहे.

 

या विधेयकांना संसदीय समितीकडे पाठवले जाऊ शकते, असे सूत्र सांगतात.

 

विरोधकांच्या तीव्र प्रतिक्रिया: ‘लोकशाहीला धोका’

विरोधी पक्षांनी या विधेयकांना जोरदार विरोध केला आहे. तृणमूल काँग्रेसचे खासदार अभिषेक बॅनर्जी म्हणाले, “हे ड्रॅकोनियन विधेयक आहे. सरकारची ही अधिकारवादी वृत्ती आहे. ते जबाबदारी पार पाडण्याऐवजी सत्ता, संपत्ती आणि नियंत्रण मिळवण्यात व्यस्त आहेत.”

 

सीपीआयचे खासदार पी. संदोष कुमार म्हणाले, “हे विधेयक निवडून आलेल्या सरकारांना धोका आहे. मी याचा विरोध करेल.”

 

एआयएमआयएमचे असदुद्दीन ओवेसी यांनी नियम ७२ अंतर्गत विरोध नोंदवला असून, ते म्हणाले, “हे फेडरलिझम, डबल जिओपर्डी, सेपरेशन ऑफ पॉवर्स, ड्यू प्रोसेस आणि निवडून आलेल्या सरकारच्या अधिकाराचे उल्लंघन आहे.”

 

तृणमूलचे सकेट गोखले म्हणाले, “व्यक्ति न्यायालयाने दोषी ठरवल्यावरच गुन्हेगार असतो. केवळ आरोपावर पदमुक्ती होऊ शकत नाही.”

 

महुआ मोइत्रा यांनी आरोप केला की, “हे विधेयक फेडरल रचना आणि न्यायव्यवस्थेला बाजूला सारते. सरकार विरोधी मुख्यमंत्र्यांना बनावट आरोपांखाली अटक करून पदमुक्त करू शकते.

 

सत्ताधारी पक्षाकडून अद्याप कोणतीही प्रतिक्रिया आलेली नाही.

 

सोशल मीडियावर वादळ: एक्सवर प्रतिक्रिया

एक्स (पूर्वीचे ट्विटर) वर या विधेयकावर तीव्र चर्चा सुरू आहे. एका युजरने म्हटले, “हे विधेयक विरोधी पक्षांना लक्ष्य करण्यासाठी आहे. ईडीचा वापर करून विरोधी राज्ये पाडली जाऊ शकतात.

दुसऱ्या युजरने याला ‘लोकशाहीला बेड्या’ म्हटले असून, “हे केंद्रीय वर्चस्व आणि हुकूमशाहीचे ब्लूप्रिंट आहे.

 

काही युजर्सनी याला ‘ऐतिहासिक सुधारणा’ म्हटले आहे, ज्यात गंभीर आरोप असलेल्या नेत्यांना पदावरून हटवले जाईल.
