Berlin (dpa) – Germany is advancing efforts to ratify a landmark United Nations treaty aimed at establishing protected areas on the high seas, marking a significant step toward global marine conservation.
A draft law was approved by the Cabinet on Wednesday and has been forwarded to parliament for further consideration. While Germany signed the agreement in 2023, formal ratification necessitates the passage of this legislation.
The High Seas Treaty, agreed upon by more than 160 countries in New York after years of negotiations, enables nations to create marine protected zones in international waters for the first time. It also mandates environmental impact assessments for activities such as fishing, addressing long-standing gaps in ocean governance.
German Environment Minister Carsten Schneider emphasized the urgency of the measure, stating, “The oceans are under severe pressure from plastic pollution, overfishing, chemicals, and climate change.” He added, “The oceans are vital for our survival. They produce oxygen, provide us with food, and are the largest ecosystem on the planet,” highlighting the need for recovery zones where marine ecosystems can regenerate.
The high seas, which lie beyond national jurisdictions and effectively belong to no single country, have historically lacked uniform environmental regulations. This treaty seeks to introduce comprehensive protections to safeguard these vast expanses, which cover nearly half of Earth’s surface.
Environmental groups have welcomed the move, urging swift parliamentary approval to set an example for other nations. With ratification, Germany joins a growing coalition committed to preserving ocean biodiversity amid escalating global threats.
