Mumbai, Sept 21: No superpower can stand without law and order. Through the effective enforcement of law and order, the country can move towards becoming a global superpower. Therefore, the Maharashtra Government has emphasized reforms in the police system, focusing on cyber security along with a strict zero tolerance policy towards narcotics-related crimes, said Chief Minister Devendra Fadnavis.
The Chief Minister was speaking at a seminar on “Reimagining Police for India’s Economic Growth” organized at the Mumbai Police Headquarters on the occasion of the 10th Foundation Day of the Indian Police Foundation. The event was attended by Uttar Pradesh Minister of State for Social Justice Aseem Arun, IPF Chief and former Governor of Meghalaya R.S. Mooshahary, IPF President and former DGP of Uttar Pradesh O.P. Singh, Maharashtra DGP Rashmi Shukla, Mumbai Police Commissioner Deven Bharti, along with senior police officers from various states.
CM Fadnavis said, “It is a matter of pride that Maharashtra Police and Mumbai Police have always maintained high standards. Today, when police officers are deliberating on India’s economic growth, it is indeed commendable. The brainstorming in today’s event will play an important role in bringing about further improvements in policing, and the government will positively consider the new suggestions emerging from this dialogue.”
He added that the nature of crimes has changed with time, and therefore, in 2023, a new organizational structure of the police force was created with a focus on innovative reforms. While the Indian Constitution provides for checks and balances, many officers have brought about transformational reforms by effectively using existing laws. Since the IPC, CrPC, and Indian Evidence Act are colonial-era laws, necessary amendments are being made in line with democratic principles. “These new criminal laws will strengthen public trust in the legal system and bring a sense of positivity towards justice,” the Chief Minister stated.
He emphasized that for policing to be more effective, it is essential to adopt new technologies and digital platforms. With the evolving nature of cybercrimes, the use of advanced technology has become indispensable. Crimes through social media and online platforms are increasing, and therefore, technologies like data analytics, machine learning, digital tracking, and quick-response systems must be used to tackle online crimes effectively. Maharashtra has established one of the country’s most advanced cyber security labs, and other states have also demanded similar facilities. He further noted that with the help of AI, complex criminal cases are being solved much faster. The government has adopted a strict zero tolerance policy against narcotics, and stringent action is being taken against those involved in drug trafficking, he said.
The Chief Minister also observed that India’s economy has traditionally been agriculture-based. Even today, agriculture remains equally important, but with changing times, the services sector is becoming a crucial pillar of the economy. “An economy based on both agriculture and services faces unique challenges, and therefore, it is essential to understand the evolving definition of the services sector. Along with the modernization of the police force, it is equally important to uphold sustainable values,” CM Fadnavis explained.
On this occasion, sessions were also held on topics such as “Creating Trust and Stability in the Investment Ecosystem through Police Administration” and “Safeguarding Digital Borders: The Need for Strategic Police–Industry Collaboration”.
