The Winter Session of Parliament entered its fourth day on Wednesday with a packed agenda, as both Houses prepare to take up critical discussions on national security, the long-pending Health Cess Bill, implementation of Standing Committee recommendations on Consumer Affairs, and tabling of several important parliamentary committee reports.
The Lok Sabha is scheduled to begin at 11:00 AM with Question Hour, followed by the tabling of the Standing Committee on Defence report on “Strengthening Border Infrastructure and Internal Security Mechanism” and the Standing Committee on Health & Family Welfare report on the proposed “Health and Wellness Cess Bill, 2025”. The Health Cess Bill, which aims to impose an additional cess on tobacco, alcohol and ultra-processed foods to fund universal health coverage, has been pending for over two years and is likely to witness heated debate.
In the Rajya Sabha, members will discuss the “Action Taken Report” on the recommendations of the Department-related Parliamentary Standing Committee on Consumer Affairs, Food and Public Distribution, with particular emphasis on curbing misleading advertisements and strengthening consumer courts.
Minister of State for Home Affairs is expected to make a statement on recent internal security developments, especially along the northern and western borders, amid continuing concerns over drone intrusions and cross-border terrorism.
Opposition parties have already given notices under Rule 267 (Rajya Sabha) and Rule 193 (Lok Sabha) demanding a dedicated discussion on national security and rising prices of essential medicines, setting the stage for possible disruptions.
